It should not be at all when Mr. Shepherd is on leave of absence, since he would not, when on leave, have received the fees in lieu of which the allowance is now granted.
5. It must further be clearly understood that neither Mr. Shepherd's successor nor any officer who may act as Receiver during Mr. Shepherd's absence from the Colony will have any claim to any part of the allowance.
